Paul Hopkins Bio.

Paul Hopkins graduated in production and general management from the University of Wales and subsequently completed a Master of Science degree in change management and information systems strategy from Warwick University in the UK.

He has a broad base of business experience gained in engineering, automotive, aerospace and defence sectors, the service sectors including health services, banking, electricity and water utilities. Prior to moving to Australia, Paul worked as a business consultant, which involved working at all levels within client organisations. A key feature of his work has been to bring about real and sustainable change through process redesign to achieve tangible improvements in business performance and customer service levels.

Paul joined the Cooperative Research Centre for Eye Research and Technology (CRCERT) in 1996, undertaking a number of roles supporting vision and eye research organisations located at UNSW. His initial work involved reviewing the organisation of the Cornea & Contact Lens Research Unit (CCLRU) Clinic and redesigning the processes for collection and analysis of clinical data, before taking on the role of Clinic Data & Systems Development Manager. In 2000 Paul was appointed as IT manager for One Vision, managing the IT support staff, and IT capital budget. In 2002 he took on the role of Special Projects Manager, for organisation development initiatives. Projects have included review and upgrade of the financial control systems; development of processes for budgeting, project costing and project management; development and implementation of a multi-organisation web-based time-sheet system to integrate with payroll finance and project management.

Paul was involved in the successful grant application to DEST for setting up the Vision CRC, particularly in developing the financial and budget models. The Vision CRC was launched in 2003 with the largest grant for a CRC at that time of $42 million.
Paul was appointed to the role of Chief Operating Officer for the Vision CRC in 2006, with overall responsibility for financial management, contracts and communications for the CRC. This Vision CRC is one of the largest and most successful of the Cooperative Research Centres, with annual Commonwealth funding, royalty, cash income and in-kind contributions in excess of $50 million. Paul played a significant role in developing the Vision CRC's 2009 bid to DIISR for continuation of the CRC for a final term. The CRC successfully secured funding of $22 million over 5 years.

Paul now specialises in the independant provision of consulting services and support for consortiums intending to submit applications for government funding as part of the Cooperative Research Centres (CRC) Program. Providing expert advice in relation to CRC governance; organisation structuring; participant development; legal contracts and agreements; financial control and reporting systems; risk management and project management.
